ZoneId is not required because it can be derived from the objects retrieved by passing networkId/vpcId to the associateIpAddress call. If those parameters are not passed, then the zoneId is required. 

I'm going to update the error message from "'Unable to figure out zone to assign ip to' to "Unable to figure out zone to assign ip to. Please specify either zoneId, or networkId, or vpcId in the call'
