Docker cache not working for new Dockerfiles

Hi everyone,

due to the recent rebuild of the Dockerfiles, the docker cache is no longer
generating the respective images. Is this issue known and being worked on?

Hi Marco,

should be fixed by https://github.com/apache/incubator-mxnet/pull/18179

Some earlier steps required for the fix was to update the AMI used by CI to run
"Docker cache build & publish" to include docker-compose binary.
