I will propagate the maven artefacts to central and sources to the dist
area.

1) nbm-archetype-1.16
2) nbm-suite-root-1.11
3) netbeans-platform-app-archetype-1.21

The full stack of mojo donated item are now released once under Apache
NetBeans control.


I'm not sure that NETBEANS-2730 (allow use of new nbm-maven-plugin,
archetype to handle release from oracle to last RELEASE110 ) can be solved
before 11.1 but if some reviewer are interested. I'm not confident in my
changes
