Streaming video?

I get the impression that Apache can't stream video, but I'd like to
check here.  I'm not tied to any format yet, but the movies are going
to be around 80 minutes (course lectures), at pretty high res, but
lowish framerate.  So far I've been using the avifile utilities to
make DivX videos.  It is important to be able to fast-forward or
rewind within the movies.  Is there a module that can do that?  If
not, any other suggestions?
