A clear and concise description of what the bug is.
### Expected results
Dashboard allow user to highlight one chart. It is used to help user to point to a specific chart in the dashboard context.
### Actual results
The outline color became too light to see.

#### How to reproduce the bug
1. Go to a dashboard, pick a chart and open chart options.
2. Click on "Share chart"
3. open shared url in the new browser tab.
### Environment

- superset version: lastest master
