   ## What changes were proposed in this pull request?
   
   This PR adds a V1 fallback interface for writing to V2 Tables using V1 Writer interfaces.
   The supported operations are:
    - Append
    - Overwrite (requires full table overwrite)
    - CTAS
    - RTAS
   
   ## How was this patch tested?
   
   Will add tests and example implementation after comments + feedback. This is a proposal at this point.
