Currently the location hostmap configuration is stored in the rewrite.xml files.  Since hostmapper is not a gateway services this doesn't make sense anymore.  This should be in web.xml similar to how rewrite rules are handled.

    <hostmap config="/WEB-INF/hostmap.txt"/>
  </functions>
  ...
</rules>
