[Mentors] Q1 2022 Flagon Report

In sum, the big news this quarter is that we are currently working on a CCLA with UMD for a software gift (refactored Distill) into the project, along with new committers. Expect to see corresponding VOTE threads this quarter. Some contributions will start filtering into UserALE.js as well.
