[ANNOUNCE] ActiveMQ-CPP Version 3.9.1 Released

Hi Everyone,

Its official, AcitveMQ-CPP v3.9.1 has now been released.

This release fixes a segfault condition for some edge cases when run
against the latest ActiveMQ Artemis release.
