Approval for AMBARI-18228

Hi Jayush

Would like to include AMBARI-18228 in 2.4.0
  https://issues.apache.org/jira/browse/AMBARI-18228

The patch is a non-risky oneliner, which fixes Oozie server restart
failing during "Restart all services with stale configs"

Thanks
Andrew
