DO NOT REPLY [Bug 46498] Client certificate is not requested when clientAuth is false and resource is protected by security constraint

Tomcat will request a certificate in this case however, the browser will not
prompt the user unless the user has a cert that is trusted by Tomcat.
Additionally, some browsers will not prompt for a certificate if there is only
one that Tomcat will trust - it is provided automatically.

I have made some minor tweaks to the docs to improve clarity.

If you need assistance configuring CLIENT-CERT authentication and the
associated certificates please use the users list.
