I've done some investigation into this. What I see is the install failing when {{python db_setup.py -javapatch}} is called, due to {{java patch PatchPasswordEncryption_J10001 failed: No database selected}}.

The cause of this is {{ranger-admin-site.xml}} having the wrong values for {{ranger.jpa.jdbc.url}} (and also {{ranger.jpa.audit.jdbc.url}})

I believe this is a regression introduced by AMBARI-11337
