[proposal] Removing remap thread feature

While working on other things, I noticed the feature that sets up dedicated
threads to process remap rules.  Thinking this was remnants of an obsolete
feature, I set up a PR to remove it.

However, in the last steps of setting up that PR, I saw some
documentation.

So perhaps the feature is not so obsolete and actually works?

Does anyone use this feature?  If not, is there general agreement to remove
the feature?
