[DISCUSS] Request for 0.9 release manager

The Apache Tez Community is of a new Release Manager for the 0.9 release
line.

There has been a number of substantial fixes to 0.9.x release plus some
near-completed work that will be good to package in a formal release.

The current process is documented on the Tez wiki and will help give the
volunteer an idea of the responsibilities and effort required to create an
official release. One does not need to be a committer to take on the
responsibility and it helps the community a lot. Please reply if you are
willing to volunteer for this position.

Thanks for volunteering Kuhu. Please start community discussions for 0.9
release. Including request for JIRAs that should be included in this
release.
