QPID-5392 - Removed ChangeLog

> Dispatch - Remove ChangeLog; use jira and our website release pages instead
> ---------------------------------------------------------------------------
>
> Key: QPID-5392
> URL: https://issues.apache.org/jira/browse/QPID-5392
> Project: Qpid
> Issue Type: Improvement
> Components: Qpid Dispatch
> Reporter: Justin Ross
> Assignee: Darryl L. Pierce
>
> Don't use ChangeLog, indeed remove it. Darryl is the only person adding anything to ChangeLog, while every dispatch contributor uses jira. Jira and our website do this for us, and really, after 20 years of the Web, they do it better. Tracking changes in two places isn't worth it, and the presently incomplete information in the ChangeLog file is misleading to users.
