Do you get the 403 error when you create the directory "/dirname" with
sufficiant permissions as well?

You did not told us what "Order" directive you set inside <Directory />. Try to
set "Order Deny,Allow" inside <Directory />. Currently, I suppose you have a
configuration problem.

After all, could you please post the relevant parts of your configuration?
