   ### What problem does this feature solve?
   #10675 #11516 have enhanced it a little bit. But not enough.
   
   When we are dragging and the pointer is moving out of the echarts area, we should better keep the dragging state util mouseup/touchend.
   We need to listen mousemove and mouseup of document.
   
   ### What does the proposed API look like?
