Commit 40b4440159a622feff22579f78f8183f249fa36f in qpid-dispatch's branch refs/heads/tross-DISPATCH-179-1 from [~tross@redhat.com]

DISPATCH-179 - Added an option to designate internally originated messages as "control".
This will be used to separate control traffic on dedicated sessions to prevent
data congestion from adversely affecting control traffic (DISPATCH-43).

> If there's a lot of inter-router message traffic, router control messages can be delayed by head-of-line-blocking on the inter-router link.
> Control traffic needs to have its own dedicated link and session on the inter-router connection. This will make it immune to HOL blocking and session flow control.
