Windows platform build issue due to expired certificate

This breaks all Cordova for Windows platforms. I think we should fix this and do a Windows platform release immediately. Given that tools is also not out yet, can we make this into the tools release too? 
Also, how does this impact older Cordova CLI versions ? We may need a fix for them too, right ?
