JULI logging in Tomcat 5.5.23

Why do I have to remove the following lines from conf/logging.properties
file in order to have more detailed and even SEVERE level catalina
logging?
 
org.apache.catalina.core.ContainerBase.[Catalina].[localhost].level =
INFO
org.apache.catalina.core.ContainerBase.[Catalina].[localhost].handlers =
2localhost.org.apache.juli.FileHandler
