feat(deploy): add agent-service and LiteLLM to the k8s Helm chart

Add Deployment, Service, Secret, and BackendTrafficPolicy manifests for
agent-service, plus a sibling LiteLLM proxy (ConfigMap, Deployment,
Service) that fronts model providers. Route /api/agents/* through the
gateway. Update access-control-service and values.yaml to match.
