[I] Blank WebUI after upgraded from 3.1.5 to 3.1.6 [airflow]

### What happened and how to reproduce it?
On Debian VM, Airflow 3.1.5 installed by pip.
When I upgrade to 3.1.6 with pip install, the install is successful but after restarting `airflow-api-server.service` the web ui is blank.
If I inspect the source code in my webbrowser I've :

It looks like the frontend static asset versions are inconsistent.
Your build produced:
`index-BHgrvxEV.js`
But the server is actually requesting:
`index-BpILZJIF.js`
Try deleting the build output and node_modules, check whether the lockfile has been modified, reinstall and rebuild again.

What if you manually build the UI files? `cd airflow-core/src/airflow/ui` `pnpm install` and `pnpm build`?

I forced the installation on this testing server
