Split binding-sca into binding-sca/binding-sca-runtime?

A change from trying to merge modules together ... ;-)

Looking at TUSCANY-2586 and the pass-by-value support i noticed that
binding-sca is still in the format of a single module for everything
instead of the 2 module format of binding-sca for model/ xml and
binding-sca-runtime for the invocation code. Any objections if i split
this up as i think that will help with cleaning up the pass-by-value
support and later for when we start adding the remote sca binding
code.
