   can you share the content of `/etc/cloudstack-release` in systemvm ?
   
   When you upgrade cloudstack-management using official packages, a new systemvm template will be registered automatically.
   Please check if there is a new systemvm template for 4.17.1.0 and it has been downloaded to all secondary storages.
