Synopsis: 
Wrong Classname in struts-form.xml for file tag

Description:
The <tagclass> specified for the file tag in struts-form.xml is
wrongly specified as "org.apache.struts.taglib.form.RadioTag" as
opposed to "org.apache.struts.taglib.form.FileTag".
