Use {{GenericTestUtils.getTestDir}} to help create host files in a right path.
Attach the simple patch. Kindly review.

> The root cause of this is that the include/exclude host file created in a wrong place in test {{TestBalacner}}. It's expected in a right test directory. When some unit tests ran timeout in {{TestBalacner}}, then these host files cannot be cleared and generated ASF License warnings.
