Getting LICENSE and NOTICE read for a release

Hi,

I just noticed we were missing NOTICE files in newt [1] and lava [2] so added one. Please feel free to alter the Realtime Inc line if you feel it needs it.

Is there any reason for the LICENSE in newt repo to not be at the top level?

Tadpole [3] is missing a top level LICENSE and NOTICE file. I assume it needs them both?

Re moving towards making a release can some explain what would get bundled up into a source package as this will have an effect on what needs to go into LICENSE and perhaps the NOTICE files. [4]
