Creating a XalanDOMChar

Hi,
I have a UTF-8 string (I guess that means multibyte
string) and I want to create a XalanDOMString from
that.

How do I do this?  I understand Xalan C++ does not
have an API to transcode from UTF-8.

BTW, what does transcode from local code page mean?
