Vinod Kumar Vavilapalli resolved MAPREDUCE-3145.

    Resolution: Duplicate

MAPREDUCE-2989 already is giving access to logs from the JobHistory. Adding to NM only adds to load to NMs when someone accesses very old logs.

Closing this as duplicate.
