Cache: overlap with Commons

Hi,

Just to bring to everyone's attention, there is a quite mature-looking cache
implementation in jakarta-commons-sandbox, by Rodney Waldhoff.

It looks to have a similar architecture, and all the features of the one in 
Excalibur, including a pluggable eviction policy and notification mechanism. 
This was introduced in May, following this discussion:

It's an interesting thread, with some good ideas. The CacheRegion idea in
particular has potential to start a whole LogKit/Log4J-like religious war ;)
