On the Installation wizard the "Manage Configuration Groups" link appears next to the config groups drop down.

On the Re-configure screen for a installed cluster the same link is in a drop down for "Server Actions"

Expectation: We should have consistent interface with the link present and drop-down should have what actions are available right now. (We will have Rebalance, etc. very soon) 

During reconfigure we should have similar UI to the installer - There should be a "Manage Config Groups" link beside the config-groups combo (instead of the "Manage Configuration Groups" action in the "Service Actions..." combo).
