control the http request


i have below requirement:
1. provide a http link for user to search some info. (such as:
http://xxxx/xxxx/xxx)
2. the server side can control the http request.

target: user can get the info via the url request shown
above(http://xxxx/xxxx/xxx).

my question is: how to pass a request to server and get back the result. 
and the server can control the http request count?
