0.26 release update - alpha is available

Hi, folks.  Here is alpha:

Warning: this is alpha software.  We are at the very start of the
stabilization process for Qpid 0.26.  This code should be used for
testing only.

My testing on Fedora 16 x86-64 produced failures in the legacystore
and qmfv2 tests.

Note that the cpp tarball in this distribution is set to change before
beta (QPID-5237).  The current cpp tarball is just a sparse version of
the bigger qpid tarball.  It was enough to allow testing to proceed.

I produced alpha a week late.  I'll be moving the beta (and the rest
of the 0.26 dates) out by a corresponding amount.  That puts beta at 6
November.
