To allow for the centrality of information regarding Airflow releases
and updates, `docs/apache-airflow/updating/ needs to be created to
house `changelog` and `UPDATING.md`.
In this PR, `changelog.rst` was moved from `docs/apache-airflow/changelog.rst` to
`docs/apache-airflow/updating/changelog.rst`. The `UPDATING.md` conversion to `updating.rst` was done using
`pandoc` and then moved to `docs/apache-airflow/updating/updating.rst`.

It's quite nice to see UPDATING.md (or .rst) at the top level of the repo for people browsing on GitHub, so it would be nice if instead of moving the file in to the docs folder we do what we do for `changelog.rst` and include the file from `../../` etc.
That might involve using `https://pypi.org/project/m2r2/` and `mdinclude::` instead of `include::`
