[I] [Observability] pr9 — query gateway core (HTTP client, tenancy, rate-limit, health) [texera]

Ma77Ball opened a new issue, #5343:

   Part of #4070.
   
   ### Goal
   Add the shared, secure read-path skeleton for the gateway.
   
   ### Problem
   Per-signal endpoints need a shared HTTP client, tenancy scoping, rate limiting, audit logging, and a health probe — all enforced before any query runs.
   
   ### Scope
   - BackendClient, GatewayContext, RateLimiter, ScopeResolver (tenancy), AuditLogger, Respond/Preflight, `/observability/health`, MDC context filters, ObservabilityGatewayConfig.
   - Wires OtelInit + MDC filters + health resource into TexeraWebApplication. Per-signal endpoints land in pr10-13. Stacked on pr8.
   
   Branch: `obs/pr9/gateway-core`
