[PR] [QDP] Document the one-encode-path architecture for contributors (5/5) [mahout]

Part of #1477 (5/5). Builds on #1481: this PR's diff against `main` includes that PR's commits; review the last commit only, or diff against `qdp-one-path/4-remove-launchers`.

### Why
Contributors need to know which of the three languages a change touches without reading the code.
### How
- `qdp/DEVELOPMENT.md`: an architecture section (what each layer owns), a "which files do I touch" table, the three-file recipe for adding an encoding, and how to guard performance with `baseline.py`. The no-CUDA pre-push check uses a separate target directory so it does not invalidate the normal build cache.
- `qdp/Makefile`: `make check-kernels` resolves every embedded kernel symbol and smoke-launches one; `make parity` runs the cross-backend grid.
