Attaching a patch for the following...

1) xdocs and release-notes.jsl missing from source distribution
This prevents the maven build (i.e. doing "maven dist") working for the source 
distro (if the user makes commons-build available).

2) Improve Issue Tracking page
Currently, the issue tracking page is generated from a url in the project.xml 
which doesn't look too good. I'm attaching a custom page based on the Validator 
one (which was derived by combining the IO page with the Math url).

3) Add urls to dependencies and use artifactId/groupId instead of id - 
according to the bugs Carlos was raising (e.g. Bug 37011) this makes it easier 
for maven 2 users.
