Add new feature to delete data from iotdb to free disk space

Sometimes we can use this feature to delete data that is no longer needed when hard disk is running low on space to keep our IoTDB running.

like we are doing long run test in apache-vm which only has 200G . we can not running iotdb-benchmark and iotdb because the limited hard disk space.So we hope we can use a feature of iotdb to delete some data files from it when it's running "Insert Test".
