### Issue description
Request Error Code: 10000
schema validate failed: schema not found, path: plugins.chaitin-waf
### Expected behavior
no issue when disable the route
### How to Reproduce
1. enable the chaitin-waf plugin with an exist router.
```
-X PATCH -i -d'
{
"plugins":{
"chaitin-waf":{}
}
}'
```
2. disable the router will case this issue.

### Environment
- apisix version (cmd: `apisix version`): 3.5
- OS (cmd: `uname -a`): docker
- OpenResty / Nginx version (cmd: `nginx -V` or `openresty -V`):
- etcd version, if have (cmd: run `etcd --version`): 3.4
- apisix-dashboard version, if have: 3.0.1
- Browser version, if have: chrome latest
