error by svn:externals property

I have repository 'root' and \root\Current\Query
When I tried to add svn:externals property it shows me error
C:\tmp\tst\Current>svn propset svn:externals 
http://localhost:8001/svn/root/SnowflakeSuite/QueryRS Query
svn: Error parsing svn:externals property on 'QueryRS': 
'http://localhost:8001/svn/root/SnowflakeSuite/QueryRS'

ps
Repository works well, until I tried svn:externals property(ordinary 
properties works)
