Approached worked okay when the documentation was bundled into the distribution
since the local copy resources for api/index.html were the expected log4j 1.3
docs.  However, when deployed on logging.apache.org, both the absolute URL used
for the log4j 1.2.x docs and the relative URL used for the log4j 1.3 docs
resolved to the same resource (the 1.2 docs).

I've modified the links in the docs so that the 1.2.13 docs always link to that
specific version and the relative link for the 1.3.x docs contains the explicit
version number which should result in the right content both when viewed from
within the distribution or on the web site.

Source changes committed in rev 427751.  Web site will not be updated until
1.3.alpha9 release.
