As of 23 June nightly build, deployment as jar file in webapps/axis/lib doesn't
work (i.e. it "deploys" but client fails when attempting to contact the service), 
but if its contents are exploded into webapps/axis/classes the service does work.

I've marked this as major rather than normal severity since I have subordinate
jar and other files that I wish to be restricted to the deployed service.
