<!-- Do not submit security vulnerabilities or support requests here - see above -->
   ## This Improvement request (usability, performance, tech debt, etc.) affects these Traffic Control components:
<!-- delete all those that don't apply -->
   - Traffic Portal

   ## Current behavior:
<!-- Describe how the current features are insufficient. -->

When comparing/editing delivery services in different tabs while scrolled down to the lower sections of the Delivery Service pane, I lose track of which tab belongs to which delivery service. I would like to be able to easily visibly know which delivery service I am viewing.

   ## New behavior:
<!-- Describe how this change would improve Traffic Control -->

Indicator of what delivery service a page is for that doesn't depend on scroll location.
