This patch does the following
- adds a test for extracting outlinks from embedded JavaScripts in HTML. The same test for pure JS has been temp disabled as I couldn't find a suitable file!
- re-initiates the TestRTFParser test as this was previously disabled. Additionally a duplicate license was removed from the same file.
- Moves the parse-js package description to the correct directory so it is picked used correctly in the Javadocs.
- Rejig's the actual assertion in the reltag parser test, now we correctly check for the metadata within the buffer array. Thanks Ferdy for the pointer here.

As NONE of this changes core functionality I will commit just now and can revert no problem if there are any objections.
