New TomEE web app and next release

Hey guys,

As discuss many times, a new release has to be done.
Spent time with David yesterday on the release process and all wrapping
tools he put around for the project.

Then, I started looking how it will be and saw some stuff to fix/clarify
regarding the new webapp.
Thiago, it looks like you added some stuff that needs to be checked in
regards to headers, licensing, etc

Could you please do that?
I mean, add excludes to rat.xml, add licenses, etc
