> As per BlockPlacementPolicyRackFaultTolerant, one block per rack is placed but due to this Heterogeneous datanodes are not supported in Hadoop3. So we need to change the BlockPlacementPolicyRackFaultTolerant to place one block on a rack with the AvailableSpaceBlockPlacementPolicy feature.
