You need to read http://httpd.apache.org/docs-2.0/howto/cgi.html

quickly:

- do you have ScriptAlias set? (check docs for details)
- is the cgi executable by apache (check file permissions)
- does the cgi work if you execute it locally (cd to cgi-dir, then just
run it as a program)?
