Background Compaction Service currently force compacts bottom most sst file because KForce flag is passed which could be very inefficient since it would compact sst files in the L6 level even if there is no overlap which might be very wasteful. Using kSkip flag instead should be sufficient which would only compact to bottomost if there is an overlap with an L6 sst file.
