We need to allow different options for storing page flows, e.g., database or request (the latter would effectively make the page flow stateless from the server's point of view).  The foundation for this is already in the code (StorageHandler) -- we should allow configuration of this across the webapp and per-pageflow, and we should offer both built-in options and a pluggability story.
