hbase 0.1.3 release candidate 1

I've put up the first release candidate for hbase 0.1.3 here:

http://people.apache.org/~stack/hbase-0.1.3-candidate-1/

(Candidates used to be zero-based.  Lets make them 1-based from here on 
out.  Its less confusing.)

0.1.3 fixes a couple of critical bugs.  Please try it out --- run it, 
review documentation, etc. -- and let us know if any issues with this 
new version.

Lets close the voting on release, Thursday, June 12th.

To be clear, hbase 0.1.x versions require hadoop 0.16.x.

If it can't be reproduced, I'd suggest it not hold up the release.   We 
can always make a 0.1.4 later.

I should note that while this is a problem for us internally at Powerset, I have found it hard to reproduce in a simple test case. Please, if you are having problems with HTable.getRow, add to jira HBASE-673 and if you can produce a simple reproducable test case it would be ***greatly*** appreciated.

We use getRow() everytime we want a single row (we almost always want
multiple columns).

We're running a patched version of TRUNK with light development usage,
and have not seen any issues.

So getRow() is important for us, but we won't use 0.1 so won't pollute
the vote...

Since HBASE-673 has been deemed not critical for hbase-0.1.3 I have removed it as a blocker and set its priority to major from blocker. hbase-0.1.3 can go out as is.

As I have been using it for some time, +1 on this release.
